First install the software using the Administrator's profile. During CrimeVision's installation wizard, select "Everyone" when it asks who you would like to allow to us the software.

Depending upon the configuration of the profiles on the computer, you may have to install CrimeVision under each user's profile in addition to the Administrator's profile.
